These pages are visible but restricted to Enterprise plans. The lock is intentional.
Why these pages are locked
Agent Hub, Opportunities, Agents, and the Actions pages (On-page, Off-page, Impact) are Enterprise-only features. They are visible in the dashboard so you can see what they do, but they are not active on Starter, Pro, or Ultra plans.
What this means
The page is not broken and your workspace is not misconfigured. The lock overlay is the correct state for your current plan.
